REQUEST FOR PROPOSALS (RFP)
The City of Wallowa, Oregon, is soliciting Requests for Proposals (RFP), including Statements of Qualifications, from design-build firms for services to be provided for design and construction of a new Emergency Service Building under the design-build contracting method in accordance with OAR 137-040-0520 through 137-040-0560. Based on evaluation of the proposals and competitive negotiations, the City intends to enter into a design-build contract with the final successful design-builder.
For a design-builder to be considered, six (6) copies of the design-builder's RFP shall be submitted to Marge Sarmento, Mayor, at the City of Wallowa, PO Box 487, 211 East 2nd Street, Wallowa, Oregon 97885. RFP's must be received no later than 4:00 p.m., Friday, November 22, 2002.
Copies of the complete RFP packet may be obtained after October 18, 2002, from the City of Wallowa upon a non-refundable payment of $50.00 for each set. The design-builders shall provide their mailing address, telephone, fax numbers, and e-mail address when documents are requested.
Because the project is being paid for in part by federal funds, the design-builder will be subject to all federal and state requirements relating to the use of such funds. This project is being funded through a grant from USDA Rural Development.
The contract is subject to all applicable provisions of ORS 279.348 through 279.380 and the Oregon Prevailing Wage Law.

Minority and women-owned businesses requesting the RFP packet should indicate that they are a minority firm at the time they request the packet so they may be listed as such.
The City of Wallowa, Oregon, may reject any RFP not in compliance with all prescribed requirements and may reject, for good cause, any and/or all proposals upon finding that it is in the best public interest to do so.

The Wallowa County Health Care District Board of Directors will hold its regular board meeting on Monday, October 28, 2002, at 11:30 a.m., in the Human Resource Room at Wallowa Memorial Hospital.
