Notice is hereby given that the Forest Service, United States Department of Agriculture, is considering an exchange of land with Clearwater Land Exchange-Oregon under the authority of the Act of March 20, 1922, as amended (16 U.S.C. 485, 486), the Act of March 1, 1911, as amended (16 U.S.C. 516), the Act of October 21, 1976, as amended (43 U.S.C. 1716) and the Act of August 20, 1988 (43 U.S.C. 1716(note), 43 U.S.C. 751(note)). Any or all of the above-described lands may be exchanged if the values are equal. If the values are unequal, either party may equalize the values by making a cash payment, not to exceed 25 percent of the value of the lands transferred out of Federal ownership.

The Federal lands have been segregated from appropriation under the public land laws and mineral laws for a period not to exceed 5 years from the date of publication of this notice.

Notice is hereby given of a regular meeting to be held by the Wallowa County Planning Commission on Tuesday, December 17, 2002 at 7 p.m. in the Courtroom of the Wallowa County Courthouse. The agenda for this meeting will include, but is not limited to hearings on:

DLCD PERIODIC REVIEW TASK 8 - GOAL V UPDATE - Including Comprehensive Plan Amendments and Ordinance Article Revisions.

AMD#02-04, in fulfillment of Periodic Review Task 8, consideration of Amendments to the Comprehensive Land Use Plan and Resource Overlay and Salmon Habitat Restoration Articles (18 and 36) and other Articles regarding Goal V resources including Federal Wild and Scenic Rivers, Oregon Scenic Rivers, Oregon Scenic Waterways, riparian corridors, wetlands, and wildlife habitat. Revise the Comprehensive Plan to include descriptions of Federal Wild and Scenic Rivers and Oregon Scenic Waterways within Wallowa County, designate those rivers as Goal V resources, and revise the zoning ordinance to include protection for scenic rivers per OAR 660-023-0120. Revise the Comprehensive Plan and zoning ordinance to substantially comply with Oregon Administrative Rules protection requirements for riparian corridors, wetlands, and wildlife habitat.

These matters will be reviewed for conformance to the Wallowa County Land Development Ordinances and any other applicable goal, regulation or ordinance of Wallowa County or the State of Oregon.
