Notice is hereby given of a regular meeting to be held by the Wallowa County Planning Commission on Tuesday, December 17, 2002 at 7 p.m. in the Courtroom of the Wallowa County Courthouse. The agenda for this meeting will include, but is not limited to hearings on:

DLCD PERIODIC REVIEW TASK 8 - GOAL V UPDATE - Including Comprehensive Plan Amendments and Ordinance Article Revisions.

AMD#02-04, in fulfillment of Periodic Review Task 8, consideration of Amendments to the Comprehensive Land Use Plan and Resource Overlay and Salmon Habitat Restoration Articles (18 and 36) and other Articles regarding Goal V resources including Federal Wild and Scenic Rivers, Oregon Scenic Rivers, Oregon Scenic Waterways, riparian corridors, wetlands, and wildlife habitat. Revise the Comprehensive Plan to include descriptions of Federal Wild and Scenic Rivers and Oregon Scenic Waterways within Wallowa County, designate those rivers as Goal V resources, and revise the zoning ordinance to include protection for scenic rivers per OAR 660-023-0120. Revise the Comprehensive Plan and zoning ordinance to substantially comply with Oregon Administrative Rules protection requirements for riparian corridors, wetlands, and wildlife habitat.

FINDINGS:

Comrie Variance VAR#02-06. Consider a request for an "area variance" with respect to site preparation for an access road, residential development, accessory building, and parking and turnaround areas, specifically to substitute a 1 to 1 slope for the usual requirement of 2 to 1. The property description is Township 3 South, Range 45, Section 5BC, tax lot 207, and consists of approximately 2.6 acres.

These matters will be reviewed for conformance to the Wallowa County Land Development Ordinances and any other applicable goal, regulation or ordinance of Wallowa County or the State of Oregon. Applications may be reviewed in the Planning Department. Written comments must be received by the Wallowa County Planning Department - 101 S. River St. Room B-1, Enterprise, OR 97828 - by 5 p.m. on Monday, December 16, 2002. Oral comments may be given at the time of the hearing which is open to the public.

PUBLIC NOTICE

The North East and South East Area Commissions on Transportation (ACTs), along with the Oregon Department of Transportation (ODOT) invite you to a Public Hearing to discuss proposed transportation projects in the Draft 2004-2007 Statewide Transportation Improvement Program (STIP). The meetings will be held on December 12th , from 6:30 - 8:30 p.m., Pacific StandardTime (PST), at the eight locations listed below. All meetings will be held at the same time and connected via videoconference. These public meetings are being conducted to collect comments and input regarding the Draft 2004-2007 STIP. The Draft 2004-2007 STIP comprises a list of statewide transportation projects proposed for funding during the 2004-2007, four-year

STIP cycle. The list includes over 100 projects in Eastern Oregon, totaling close to $150 million.

The four-year STIP, updated every two years, is developed through the coordinated efforts of ODOT, ACTs, federal and local governments, tribal governments and the public.

An ACT is an advisory body chartered by the Oregon Transportation Commission to help address all aspects of transportation. ACTs play a key advisory role in the development of the STIP.

Comments and public testimony given during the meetings will be documented and presented to the ACTs and the Oregon Transportation Commission for consideration, prior to finalization of the 2004-2007 STIP.
