Wallowa city councilor Ena May Dempsey, whose term expires in December, has had a change of plans and intends to mount a write-in campaign for the seat she failed to register for by the Aug. 24 filing deadline. Dempsey said she did not register to continue in her position because of personal issues that have since been resolved.

The city's budget officer for the last three years, Dempsey has been on the council since Dec. 14, 1999, when she was appointed to complete the unexpired term of Carlene Woolsey. When that term expired she was elected to a four-year term.

In the City of Wallowa, councilors are not elected by position, but by popular vote. There are two positions up for election and the top two vote getters will be named to the council. On the ballot are Bud Phillips and Adam Williams.
